Finance Committee Meeting Minutes
8/12/15

Present: Stanley Ross, Donald Clawson and Bill Johnson
Also present for part of the meeting: Linda Hamill
The Finance Committee discussed the following:
- Don stated that he looked in the matter of fees being paid to certain departments from monies collected for things like dog licenses and tax demands and acting on or recommending a change to the way it is currently handled does not fall under the Finance Committee’s purview. Stan felt that they could still make a recommendation but Don felt that they shouldn’t and made a motion to table the matter. Discussion ensued about how the fees were collected and paid out. Don noted that this is a blue law that has never been repealed and he stated that the state looks upon it that if you work for a town and are paid a salary and this is a responsibility of your job and are now also being paid a fee on top of your salary it is double dipping and the state frowns upon that. The motion was seconded and approved. It was noted that any changes to this will need to be handled at a town meeting and should be presented by the Select Board.
